Ive never owned a Honda that did that but, things wear out. The proper way to test this is hook gauges up to the pump and see if it's making enough pressure. If it's making pressure, you probably have a rack problem. If it's not, you probably need a pump. The procedure is in the shop manual.

Then file a complaint with NHTSA, and contact Honda's customer service center too. And for heaven's sake, stop driving this car.
