Well turns out if you finish the quest in it's entirety and don't choose a perk then you lost your chance. So I'm wondering if there might be some console command that can add the perk to my character. I was relying on it to get my strength to 10 as I just got the Almost Perfect perk but grabbed the strength bobblehead early in the game. Power Armor Training is a perk in Fallout 3 and Fallout: New Vegas.
